After reaching friendly with Bloodsail and hated with Booty Bay, you are able to start Avast Ye, Scallywag and then Avast Ye, Admiral!. You must be at least level 55 to start the quests. Upon completion of the second quest you will be awarded Avast Ye, Admiral! along with the title.
